Oscar Cardenas
Civil Engineer | M.Sc. in Civil Engineering | PMP | PMI-CP | EIT
With over 17 years of experience in civil infrastructure and building projects across Latin America and the U.S., Oscar founded CINPI in 2016. In 2023, he became a U.S. legal permanent resident (EB2-NIW visa) based on his exceptional professional skills and community-focused endeavors. Currently pursuing a Ph.D. at the University of Florida, Oscar specializes in sustainable construction, advanced concrete mix designs, and infrastructure durability.

Milena Cardenas
Civil Engineer | M.Sc. in Civil Engineering
Civil Engineer with a specialization and a master’s degree in Project Management, and over seven years of experience leading initiatives in the housing and industrial infrastructure sectors. She has served as a Project Director, managing all phases of the civil works lifecycle with a strong focus on meeting deadlines, cost control, and ensuring technical quality. She applies PMI-based methodologies and utilizes tools such as MS Project, advanced Excel, and BIM environments. She stands out for her strategic leadership, ability to coordinate multidisciplinary teams, and effective communication skills that support decision-making and negotiation with clients and suppliers. Her profile combines analytical vision, attention to detail, and a strong ethical commitment focused on achieving results in dynamic environments.
